Should a hypothetical updated Space Law be IC or OOCly enforceable?

Let's pretend this hypothetical Space Law satisfies the needs of all security players and situations(impossible I know).

• It should not be enforcable and should only be a suggestion with no protections for those following it. (71)
• It should be enforcable IC, and should only be used as justification to admins with RP backing. (127)
• It should be enforcable very loosly OOCly, with security officers expected to stick to the spirit of it rather than exact wordings. (109)
• It should be enforcable OOCly, with security officers expected to stick to the wording. (31)
